Is the Old Testament’s God Wrathful and the New Testament’s God Loving?

A caller asks the following question, “A Christian always refers to the God of the “Old Testament” as the God who is always angry, His wrath always comes upon the children of Israel, but when you go to the book of Numbers, God is described as loving and merciful.
